The purpose of this project is to implement an electronic benefits transfer (EBT, or e-WIC) system for the delivery of food benefits for the Minnesota (MN) Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The awarded e-WIC service provider will be responsible for the implementation and operations of this technology, along with providing related support, such as cardholder services, and WIC vendor enablement. Additional support being requested is further defined in this request for proposals (RFP).
The RFP is posted to the Minnesota Statewide Integrated Financial Tool (SWIFT). The event number is SWIFT 2-6300.
All responses to this RFP (termed an “Event” within SWIFT) must be submitted through SWIFT (Statewide Integrated Financial Tool) using the Supplier portal (http://supplier.swift.state.mn.us/).

All organizations interested in responding to this RFP are required to submit a Letter of Intent to Respond to Carol Rowe via email (firstname.lastname@example.org), to be received by January 13, 2017 by 4:00 pm CT. The Letter of Intent must be signed by an authorized agent within the organization. In the event that an organization submits a Letter of Intent but no Proposal, the State will disregard the Letter of Intent.
