Description

The Commonwealth of Kentucky, Cabinet for Health and Family Services (CHFS), Department for Public Health (KDPH), hereinafter, referred to as the Commonwealth, is seeking to establish a Personal Service Contract for a Technical Writing Vendor (TWV) for deliverables that include preparing Request for Proposals (RFP), Advanced Planning Documents (APD), and Implementation Advanced Planning Documents (IAPD) for the solicitation and award of contracts for the Commonwealth’s Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program.  All required documents will be in relation to the WIC Management Information System (MIS) and Electronic Benefits Transfer (EBT) projects.   The selected Offeror will not be allowed to bid as a prime or as a sub contractor on any of the RFPs created as part of this scope of work.

The Commonwealth administers the WIC program under the provisionsof the “Child Nutrition Act of 1966” and subsequent amendments, as well as, the Federal Regulations 7 CFR Part 246 and other applicable regulations.The WIC program is funded by the United States Department of Agriculture (USDA), Food and Nutrition Services (FNS) through the Cabinet for Health and Family Services and is operated in conjunction with local health departments and private, non-profit community health agencies.The Commonwealth’s WIC program provides specific nutritious foods, nutrition education, breastfeeding promotion and support and referrals to pregnant, breastfeeding and postpartum women, infants and children up to five (5) years of age who are determined to be at nutritional risk and meet income guidelines. Eligibility in the WIC program is based upon four criteria: categorical eligibility, nutritional risk, income, and residence in a specified service area.

WIC program services are provided in Kentucky in 63 agencies and 139 sites. The services are integrated in the local health departments with other services such as Well Child, Immunization, Prenatal, etc. The current Clinic Management System (CMS) is web-based and real time in each site.
