The state of North Dakota (the STATE), acting through its Department of Health, is seeking a contractor to provide Quality Assurance (QA) services for Electronic Benefit Transfer (EBT) food benefit delivery for the North Dakota Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Program (ND WIC). ND WIC refers to this technology as eWIC. This eWIC system will replace the current paper check system for providing food benefits to WIC participants.
The ND WIC Program uses the Mountain Plains State Consortium System (MPSC - a web-based WIC information system currently operating in seven other states) and intends to utilize a competitive procurement to secure the EBT implementation contractor. MPSC supports EBT online which North Dakota WIC will pursue.
The QA Contractor will be expected to provide a project team that includes a Quality Assurance Project Manager as required to fulfil the deliverables of the project. The required services include independent monitoring of project status indicators, such as schedules, accomplishments, deliverables, and costs; oversight of testing, including development of the Test Plan, in accordance with Federal requirements; and independent review of all aspects of the eWIC project.
