The Rhode Island Department of Administration/Division of Purchases, on behalf of the Rhode Island Department of Health, Special Supplemental Nutrition Program for Women, Infants and Children Program is soliciting proposals from qualified quality assurance
services firms to establish a contract through competitive negotiations for the provision of quality assurances services throughout the testing, pilot and implementation phases of a new eWIC and MIS solutions for RI WIC in accordance with the terms of this Request for Proposals and the State’s General Conditions of Purchase, which may be obtained at the Rhode Island Division of Purchases Home Page by Internet at

The services provided by the selected vendor will include the development of the following: the QA monitoring plan, the Transfer and Implementation, Maintenance and Enhancement and eWIC projects, system design, transfer, modification and technical testing, UAT, the pilot, the rollout and the post-implementation assessment. These services are required at the start of planning the eWIC and MIS system testing and implementation, so that all stages of the process may be considered in light of effective QA. These services are necessary to ensure the RI WIC MIS/eWIC project plan proceeds without error, delay or interruption in compliance with the United States Department of Agriculture approved handbook 901.
