SPIRIT is the name given to the management information system used to support WIC operations for the SPIRIT consortium. The scope and complexity of SPIRIT has evolved significantly since its inception. The SPIRIT system currently supports 166 users and certifies and issues benefits to more than 20,000 participants within the 17 State agencies participating in this RFP.
Wichita-Caddo-Delaware (WCD) located in Anadarko, Oklahoma has held the contract for the Information Technology maintenance and operations (M&O) support functions for the SPIRIT WIC software for the 17 ITOs since October 2012. These functions include hosting the SPIRIT software/hardware environment, Help Desk, database management, and system, network, and infrastructure services for the Consortium. The SPIRIT Consortium and WCD wish to continue to outsource these services.
The scope of this contract is to provide for the domestic outsourcing of the hosting and tiered support of the SPIRIT technology environment. Support is necessary for the continuous operation, system testing, and installation of new SPIRIT system functionality by partnering with the SPIRIT consortium located in Oklahoma, Maine, Mississippi, and New Mexico. Wichita, Caddo, and Delaware (WCD), an ITO member of the SPIRIT Consortium, will award a contract on behalf of the SPIRIT Consortium.
