The New Jersey Women, Infants and Children (WIC) Program is working to meet the Federal mandate that WIC State Agencies implement WIC Electronic Benefits Transfer (EBT) by October 2020. The objective of this solicitation is to obtain a Contractor to provide Smart Card WIC EBT/eWIC file processing, electronic funds transfer (EFT/banking), online standard and ad hoc reporting services to the State of New Jersey and stakeholders. The Contractor will ensure that New Jersey adheres to the many eWIC transitional requirements as contained in the FNS Handbook 901, the federal handbook that outlines the rules and requirements that New Jersey must follow in order to transition to electronic benefits. The primary tasks of the eWIC Contractor include, but are not limited to: smart card WIC EBT/eWIC system implementation; pilot readiness, conversion and operations; post-pilot expansion/conversion readiness, conversion and operations and, following statewide rollout, ongoing EBT system operations.
