The State of Texas, by and through the Texas Health and Human Services Commission (HHSC), seeks a qualified Contractor(s) to successfully transfer, update and implement or modernize and implement the Mountain Plains States Consortium (MPSC) State Agency Model (SAM) system for use in Texas to include a Reporting Services Solution to replace the Department of State Health Services (DSHS) WIC Management Information System (MIS). The MPSC is a group of States, Colorado, Utah and Wyoming, who entered into a contract to develop a WIC SAM system for USDA. The WIC Program State Agency Model (SAM) Project is a Food and Nutrition Service (FNS) 5-year initiative to plan, develop and deploy model information systems (IS) in WIC State agencies. The resulting system is the MPSC system. HHSC and DSHS also seek a qualified Contractor to provide Electronic Benefit Transfer (EBT) Services which includes WIC retail vendor claims file processing and other services. These systems together will form the Texas Integrated Network (TXIN) system and will successfully serve the needs of Texas Department of State Health Services (DSHS) Special Supplemental Nutrition Program for WIC in accordance with the specifications contained in this Request for Proposals (RFP).
